Rather than keep reading and responding to posts I just tried it myself. It appears true that the GLA does build twice as fast if they capture an enemy power plant. Wacky. This, my friends, is an old fashioned bug and we will address.
That said, that doesn't mean the GLA are unbalanced...it simply means that in this particular situation they get the bump. As you know, not many games are decided by the GLA capturing power plants.
The GLA has been the same since the get go. The fact is that they are not wildly imbalanced as no one would win otherwise since release. While the game is far from perfect in this area, its actually pretty good. Watch out for making too much of an issue of this. We are continuing to watch the community win percentages. Since 1.4 the GLA have gone down about 5%ish. If it continues we'll adjust it.
